Vote by Mail

For specific reasons, a registered voter can vote early by mailing in their ballot. This used to be called absentee voting but is now called Vote by Mail. The following outlines who can Vote by Mail and provides instructions.

Eligibility Requirements

You may vote early by mail if:

  • You are 65 years of age or older on Election Day;
  • You are sick or disabled (as defined in Texas Election Code 82.002(a));
  • You expect to give birth within three weeks before or after Election Day;
  • You are out of your county on Election Day and during early voting hours;
  • You are confined in jail or Involuntary Civil Commitment, but eligible to vote.

Voters who are absent from the county or confined in jail/civilly committed may only apply for one election and its resulting runoff.

Step 1: Get an Application for a Mail in Ballot

In the form you must:

  • State the address at which you are registered to vote.
  • NEW REQUIREMENT: Provide your Texas Driver’s License, Texas Personal Identification Number, or Election Certificate Number issued by the Department of Public Safety (Not your Voter certificate or VUID number)
  • Provide the address to which you want the ballot mailed. If the ballot is not being mailed outside the County, nor to the address at which you are registered, then you must provide a description of that such as nursing home, hospital, etc.
  • Give one of the reasons listed above for requesting a ballot.
  • You must SIGN the application with pen & ink.  Electronic, or facsimile signatures are not accepted.
  • If you are unable to sign the application due to physical disability or illiteracy, the application may be signed by a witness.
  • If someone assists you in completing the application or mails the application for you, they must sign as an assistant.
Step 2: Complete and Sign the Application

Complete the application and make sure to:

  • SIGN the application
  • Provide the last 4 digits of your Social Security Number, your Driver’s License Number, or Personal ID Number (issued by the Department of Public Safety). The number you provide must match what is on file with your voter registration, so we encourage you to provide both your Social Security Number and your Driver’s License/Personal ID number if you are unsure of what number you registered to vote with.
  • If you’re eligible and are requesting a ballot for each of the elections this year, mark the box next to “Annual Application” and the reason you’re eligible.
  • For Primaries (held during even years), you must indicate the political party you wish to receive a ballot for.

Again, you must SIGN your application.

Step 3: Mail in Your Application
